The problem it solves

A new taquería opens on Zaragoza. Nobody searches for it yet, because nobody knows it exists. Google Ads cannot help much on day one. A Facebook and Instagram ad, shown to people within a few miles with a short video of the trompo, a WhatsApp button and the hours in English and Spanish, can.

That is the job of these ads: to reach people before they search.

Who you reach here

On both sides of the border, Facebook and Instagram are where people already spend time. Pew Research Center’s 2025 survey found 71% of U.S. adults use Facebook and 50% use Instagram, with Instagram at 62% among Hispanic adults. In urban Mexico, the Asociación de Internet MX’s 2026 study found 85% of the urban internet users it surveyed had Facebook and 91% an active WhatsApp account. A business that serves El Paso and Juárez can reach both audiences from one ad account, each in its own language.

The rules most local ads get wrong

Meta treats some ads differently. Ads for housing, employment, or financial products and services are Special Ad Categories, and any U.S. advertiser, or anyone targeting the U.S., Canada or parts of Europe, has to declare them. That covers more than banks: a real estate agent listing a house in Horizon City, a restaurant hiring line cooks, a Juárez developer selling to El Paso buyers, an insurance agent in Las Cruces. Those ads must include ages 18 to 65 and all genders, a city target widens to a 15-mile radius, and lookalike expansion is off.

Skip the declaration and Meta can reject the ads. Declare it and plan inside the limits, and the ads run.

What we do differently

The account, the page and the card are yours. The ads are written in Spanish and in English, not translated. Customers who would rather message get a WhatsApp button, and the tracking counts those chats along with the calls and forms. Every month the weak ads come down and the budget moves to the ones that bring customers in.

What’s included

Account setup in your name.
A Meta business portfolio with your page, your Instagram account and your ad account, your card on file and Rodco as a partner you can remove.
Tracking.
The Meta pixel and conversion events on your site, so the report counts calls, messages, forms and bookings, not just likes.
Audiences by place and language.
The parts of town, the radius and the language your customers use, set per campaign, within Meta's rules.
Special Ad Category compliance.
Housing, employment and financial products and services ads declared as Meta requires, with targeting built inside the limits instead of having ads rejected.
Ads in English and Spanish.
Copy written in each language, not translated line by line, with images and short videos from your own business.
WhatsApp and Messenger ads.
Ads whose button opens a chat with your business, for customers who would rather message than call.
Testing that shows what works.
Two or three versions of each ad, with the weak ones turned off and the budget moved to what brings customers.
A monthly report and call.
Spend, messages, calls, forms, cost per result and the next round of ads, read with you in plain words.

How it works

The same order every time: nothing is built, and nothing is paid, until you have seen your sample and the written quote.

  1. Tell us about your business

What you sell, who buys it, which areas you serve and whether customers would rather call, message or stop by. A person reads it and replies the way you chose.

    Day 1

  2. Plan and quote

We check your page, your Instagram and your site, whether a Special Ad Category applies, and what a budget can realistically reach. You get a plan and a fixed written quote.

    Week 1

  3. You approve

Say yes to the quote, add your card to your own ad account and give Rodco partner access.

    When you are ready

  4. Launch and first report

Tracking goes in first. The ads launch in both languages, weak versions get cut in the first weeks, and the first report shows what came in.

    Day 30

  5. Every month

New ads before the old ones wear out, budget moved to what works, and a short report.

    Every month

As little as 48 hours of lead time covers most projects. Larger sites, online stores and sites with booking or ordering systems get their own dated timeline in the written quote.

How pricing works

Every business needs a different set of pieces, so every quote is written for yours. You see your free sample and a fixed written quote before you pay anything. Here is how a quote works.

  • Agency-quality work at small-business prices, quoted in writing before anything starts.
  • A fixed written quote. No surprise invoices.
  • You can own your website instead of renting it: no monthly website fee, with the domain, files and accounts in your name.
  • Pay for the services you actually need. Every package is built à la carte.

Questions

Facebook or Instagram, which one?

Usually both, from one campaign. In Pew Research Center's 2025 survey, 71% of U.S. adults used Facebook and 50% used Instagram, and Instagram use was higher among Hispanic adults, at 62%, than among White adults, at 45%. Facebook still reaches more people overall; Instagram matters more the younger and more visual your customers are.

What is a Special Ad Category, and does it apply to me?

Meta requires any U.S. advertiser, or anyone targeting the U.S., Canada or parts of Europe, to declare ads for housing, employment, or financial products and services. Those ads get limited targeting: ages 18 to 65 and all genders must be included, a city target widens to a 15-mile radius, and some detailed targeting and lookalike expansion are unavailable. Real estate agents, apartment complexes, lenders, insurance agents and any business posting a job ad are covered.

How much do I need to spend?

There is no fixed minimum we push. What matters is whether the budget can reach enough of the right people often enough to get a response, and that depends on the offer and the audience. We give you a realistic number in the quote, and if a small budget is better spent on Google first, we say so.

Who owns the ad account and the page?

You do. The Facebook page, the Instagram account and the ad account sit in a Meta business portfolio in your name, with your card on it. Rodco gets partner access you can remove. If you stop, the ads, the audiences and the history stay with you.

Can the ads send people to WhatsApp?

Yes. Meta offers ads that open a WhatsApp chat with your business instead of a website, on Facebook and Instagram. For businesses whose customers would rather text than fill out a form, which is a lot of them on both sides of the border, it is often the first ad we set up.

Do you make the ads too?

Yes. We write the copy in English and Spanish and build the ads from your photos and short phone videos. Real photos of your place and your work beat stock pictures, and we tell you exactly what to shoot if you do not have them yet.

Is Facebook better than Google Ads?

They do different jobs. Google reaches people searching for what you sell right now. Facebook and Instagram reach people before they search, which suits restaurants, salons, gyms, events and new openings. The Google Ads management page covers the other side.
