The business landscape here

The Valle de Juárez is a string of small towns along the Rio Grande east of Ciudad Juárez, where most customers already know the owner and most business runs through WhatsApp. Rodco Systems builds websites for those businesses from El Paso, Spanish first and by video call or WhatsApp, and for U.S. companies that buy from them or sell to them. The Spanish version is the main one; this English page covers the same ground for owners and partners who read English first.

Small towns, close customers

Mexico’s 2020 census counted 4,237 people in the whole municipality of Guadalupe and 5,101 in Praxedis G. Guerrero. The towns themselves are about two thousand each, 1,998 in Guadalupe and 2,181 in Praxedis, and El Porvenir had 1,662. San Agustín (1,373) and Samalayuca (1,577) belong to the municipality of Juárez.

In towns this size, customers do not need to be told who you are. They go online for what they do not know yet: whether you are open today, until what time, whether you have what they need and how to pay. A short, well-built site with a WhatsApp button, an exact map pin and a Google Business Profile covers that, and it gives your Facebook ads somewhere to send people.

The crossings: Tornillo and Fort Hancock

Guadalupe faces Tornillo, Texas, where CBP’s Marcelino Serna port handles passengers and pedestrians from 6 a.m. to 10 p.m. daily and cargo from 8 a.m. to 4 p.m. on weekdays. In 2025 it recorded 786,338 northbound personal vehicles carrying more than 1.6 million people, plus 86,994 pedestrians and 36,675 trucks. El Porvenir faces Fort Hancock, whose port is open 6 a.m. to 6 p.m. daily. For a valley business with customers on the Texas side, the bridge schedule belongs on the website, in English as well.

Same clock and tax region as Juárez, except Villa Ahumada

Guadalupe, Praxedis and the Juárez towns follow the border seasonal time schedule, so their clocks match El Paso year-round. They are also in the northern-border tax stimulus region, in force through December 31, 2026, under which registered taxpayers who qualify charge an effective 8% IVA.

Villa Ahumada is different. It is not in the valley but in the desert, about 79 miles (127 km) straight south of El Paso, with 10,510 people in 2020. The municipality of Ahumada is on central Mexico time with no seasonal change, so it runs an hour ahead of Juárez from November to March, and it is not in the border tax decree. Businesses selling in both places need separate pages, or at least separate hours and price notes.

Samalayuca and the dunes

Samalayuca sits beside the Médanos de Samalayuca, which Mexico protected as a flora and fauna area in 2009. The dunes are about 45 km south of the border and draw day trips from Juárez and El Paso that are planned on a phone the night before. A business there lives on being findable under its correct name, with current hours and a WhatsApp number that gets answered.

Farm country with money coming in

Irrigation District 009 covers Juárez, Praxedis and Guadalupe. In February 2025 Mexico’s water and agriculture agencies announced more than 845 million pesos to modernize it, aiming to save 14 million cubic meters of water a year, and a state and federal agreement followed that April. For the companies that sell pumps, irrigation, solar and service to valley growers, that is new work, and a grower compares suppliers online before calling.

We work with valley businesses from El Paso, in Spanish first, by video call and WhatsApp. You see a free sample of your home page before paying anything, with a fixed quote in pesos or dollars beside it.

The facts, with their sources

9 facts about Valle de Juárez, each linked to where it comes from.

What that means for your website and marketing

  1. Search engines confuse the names. Jalisco has a Valle de Juárez of its own, and Guadalupe is a common town name across Mexico. A valley business writes 'Guadalupe D.B., Chihuahua' or 'Praxedis G. Guerrero, Chihuahua' the same way on its site, its Google Business Profile and its Facebook page, or the customer lands in another state.

  2. Not everything people call the valley keeps the same clock. Guadalupe, Praxedis and the Juárez towns change time with El Paso; Villa Ahumada stays on central time and runs an hour ahead from November to March. A supplier who books deliveries in both places labels each hour on the site and in WhatsApp.

  3. The IVA rate differs too. The border decree covers Guadalupe, Praxedis and Juárez but not Ahumada, and it expires December 31, 2026 unless it is extended again. A distributor selling in the valley and in Villa Ahumada needs a separate price note for each, with the rate that applies and a review date.

  4. Customers from Tornillo, Fabens or Fort Hancock cross on a schedule. Tornillo's port is open 6 a.m. to 10 p.m. and Fort Hancock's 6 a.m. to 6 p.m. A short English page that puts your closing time next to the bridge's keeps a customer from arriving to a closed door.

  5. Valley farms are investing. Irrigation District 009 is getting more than 845 million pesos to modernize, and Norte Digital reports it will be Mexico's first district with solar-powered wells. Suppliers of pumps, drip irrigation, solar panels and farm service need a site that shows what they install and where, with real photos, for growers comparing quotes on a phone.

Questions about Valle de Juárez

Do you meet clients in the Valle de Juárez in person?

The first call and most of the project happen by video and WhatsApp: design, copy, reviews and the training that lets you update your own site. Rodco has no office in the valley. If the project needs a visit, for photos of your shop, for example, it goes into the quote with a date and a cost before work starts.

Why does my Guadalupe business get mixed up with other places on Google?

Because the names repeat. Jalisco has a municipality called Valle de Juárez, and many states have a town named Guadalupe. Your site, Google Business Profile and Facebook page should spell out 'Guadalupe D.B., Chihuahua' or 'Praxedis G. Guerrero, Chihuahua' every time, use the exact same address everywhere, and name the landmarks people use to find you.

Is the valley on the same clock as El Paso?

Most of it. Under Mexico's time zone law, Guadalupe, Praxedis G. Guerrero and Juárez (which includes San Agustín and Samalayuca) change their clocks on the U.S. dates, from the second Sunday in March to the first Sunday in November. Villa Ahumada, in the municipality of Ahumada, stays on central Mexico time all year, so from November to March it runs one hour ahead. A business with customers in both places labels every hour on its site.

Which IVA rate should my price page show?

That depends on the town and on your tax adviser in Mexico. The northern-border stimulus decree covers Guadalupe, Praxedis G. Guerrero and Juárez, and runs through December 31, 2026; registered taxpayers who qualify apply an effective 8% IVA. Ahumada is not on the list. The site's job is to say plainly whether prices include IVA and at what rate, with a review date before the decree expires.

My customers cross from Tornillo or Fort Hancock. What should the English version say?

Your hours next to the hours of the crossing they use. CBP lists the Tornillo port, Marcelino Serna, at 6 a.m. to 10 p.m. daily and Fort Hancock at 6 a.m. to 6 p.m. daily, Mountain time. Add directions from the bridge, prices in pesos with a dollar reference, and a WhatsApp button with your full international number so it works when dialed from a U.S. phone.

Can you invoice in pesos?

Yes. The quote can be in Mexican pesos or U.S. dollars, with a validity date because the exchange rate moves. Rodco is a Texas business, so the invoice comes from a foreign provider, not as a CFDI; your tax adviser in Mexico can tell you how to record it.
