The business landscape here
Juárez is a metro of 1.5 million people with an economy of its own, not an El Paso neighborhood and not just “a border town”. For a US owner looking at web design in Ciudad Juárez, that changes the job. The Spanish version leads and is written from scratch in Mexican Spanish, in the usted register your customers expect. It names the subcentro and the avenue where the location sits, and it answers what a Juárez customer asks before buying: do you invoice, how much is that in pesos, and are you on WhatsApp. The English version is for you, your El Paso customers and your plant buyers. Rodco Systems builds both from El Paso, one bridge away, by video call and WhatsApp.
A metro of 1.5 million with its own economy
The 2020 Census counted 1,512,450 residents in the municipio. Metrópolis de México 2020, the SEDATU, CONAPO and INEGI study, classifies it as the largest single-municipality metro in the country, 99.4% urban, growing 1.31% a year over the decade. The Dallas Fed calls it Mexico’s sixth-largest city. In 2018 the metro produced a GDP of 244,390 million pesos with 525,543 workers.
That is a complete market. People who live, work and shop here do not need to cross to spend, and a Juárez site can live on Juárez customers alone.
The plants pay the wages; commerce and services fill the storefronts
Export manufacturing is the base. Desarrollo Económico de Ciudad Juárez (DECJ) ranks Juárez first in Mexico for IMMEX jobs, 253,325 as of April 2026, and the secondary sector produced 59.2% of the metro’s GDP in 2018. But of the 47,537 economic units DECJ counts, only 2,770 are manufacturers. The other 94% are commerce and services: the parts store, the dental office, the lunch counter, the event hall, the customs broker. Those are the businesses that need websites, and a good share of their customers draw a plant paycheck.
And business here runs on the factura. DECJ puts informal employment at 28.5%, against 55% nationally, the third-lowest rate in Mexico. A business customer here asks “do you issue facturas?” before asking the price.
That payroll is changing. The Dallas Fed reports maquiladora jobs fell from 317,000 in August 2023 to 259,500 in August 2025, for several reasons at once: plants moving up to higher-value products, weaker US demand for the area’s automotive output, rising labor costs, a strong peso, tariffs and automation. At the same time, the industry is shifting to servers, integrated circuits and networking gear for data centers; in 2024, Chihuahua and Juárez produced almost two-thirds of Mexico’s exports of automatic data processing machines. If you supply the plants (machining, tooling, logistics, industrial services), your site needs to show capabilities for those new lines, in English and in Spanish, because a plant’s purchasing team may read either.
Seven subcentros, and the customer searches by theirs
The city’s 2040 urban plan organizes Juárez as one historic center and seven subcentros: Pronaf and Misiones in the north, Gran Patio in the west, Las Torres in the south, Oriente XXI and Ciudad del Conocimiento in the southeast, San Jerónimo in the northwest, with sixteen smaller district centers underneath. Misiones, Gran Patio, Las Torres and Oriente XXI took on the most new shops and housing since 2016; among the district centers, Plaza Juárez gained the most commerce. Along the Av. De las Torres corridor, 12.7 km from Blvd. Juan Pablo II to Libramiento Independencia, live about 459,000 people, eight in ten within 500 meters. Blvd. Gómez Morín is one of the plan’s densification corridors and a BRT line in implementation.
For your site that means one concrete thing: alongside “Ciudad Juárez”, the page says “Las Misiones” or “near Plaza Las Torres”, because that is how the customer places you. The location section names the colonia, the subcentro, the avenue and the landmark, and the Google Business Profile uses the same words.
The bridges are part of your business map
Four crossings connect Juárez and El Paso. The City of El Paso runs three: Paso del Norte, pedestrians both ways and cars northbound; Stanton–Lerdo, three southbound lanes and one northbound SENTRI lane; and Ysleta–Zaragoza, cars both ways. The fourth, the Bridge of the Americas (Córdova), dates from 1967 and, per the GSA, is the only one of the four with no toll. The 2040 plan describes Córdova–Américas, Jerónimo–Santa Teresa and Zaragoza as the crossings oriented to vehicles and freight, and wants to turn the downtown crossings into “green ports” for pedestrians, cyclists and transit.
The volume is large. In 2025 the El Paso and Ysleta ports logged about 27.1 million northbound person crossings: 19.4 million car passengers, 7.5 million pedestrians, 11.6 million vehicles and 806,000 trucks. Those are crossings, not distinct people; many cross daily. A City of El Paso and Colef survey (2019-20) found that 96% of crossers are local, 59% from Juárez and 37% from El Paso County, and that El Pasoans come to Juárez for family, health care, food and shopping, with a profile that skews over 50.
For a clinic in the Pronaf zone, an optical shop on Gómez Morín or a restaurant ten blocks from Paso del Norte, that customer exists and searches in English. The site carries an English version written separately, directions from each bridge, where to park, a USD reference price and a WhatsApp number that works when dialed from El Paso.
WhatsApp first, Facebook second, the website to confirm
In Mexico, WhatsApp and Facebook dominate. The Asociación de Internet MX’s 2026 study, a national sample, found 91% of users with an active WhatsApp account and 85% on Facebook; 34% use social media to buy and 31% to look for recommendations or reviews. INEGI’s ENDUTIH 2025 counts 104.9 million internet users, 97.3% of them connecting by smartphone. There is no separate Juárez figure, and you do not need one: your customer already messages you on WhatsApp.
So in Juárez the website does not replace WhatsApp. It gives you somewhere to send people. The Facebook or Instagram ad brings the customer in, WhatsApp closes, and the website is where that person confirms you are a real business: address, phone, hours, photos of the location, prices in pesos. If you sell online, Mexico’s consumer law (LFPC article 76 BIS) requires a physical address, phone numbers and complaint channels before the sale, and article 34 requires the information in Spanish with prices in pesos. A dollar figure goes beside the peso price as a reference, never alone. We build the site that way, with a WhatsApp button carrying the full international number so it works dialed from +52 and from +1.
Four rules a template from somewhere else gets wrong
A site built for Dallas gets all four wrong in Juárez; one built for Guadalajara gets the IVA and the clock wrong.
IVA. Juárez is in the northern-border tax-stimulus decree: for taxpayers who qualify and are registered, IVA drops to 8% and ISR carries a one-third credit; the decree of 31 December 2025 extended it through 31 December 2026. Your contador decides whether you qualify. The site says plainly “IVA included” or “plus IVA”, and “for taxpayers under the stimulus” wherever the 8% appears.
The factura. Mexico’s federal tax code requires buyers to request a CFDI. A B2B site answers “do you invoice?” on the first screen, and the quote form asks for the buyer’s RFC and uso de CFDI.
The privacy notice. If your site has a form, it needs an aviso de privacidad under the data-protection law published 20 March 2025: who is responsible and their address, what data is collected, what for, and a short simplified notice on the form that points to the full one. We write both notices for your business and place them in both language versions; the final wording is reviewed by you or your lawyer.
The clock. By law, Juárez changes clocks with El Paso, from the second Sunday of March to the first Sunday of November, while the rest of Chihuahua stays on Zona Centro time all year. If you serve customers in Chihuahua city or Delicias, your hours say “Ciudad Juárez time”.
Who moves commerce in Juárez
CANACO Servytur Juárez, with its building in the Pronaf zone, is the chamber for formal commerce, services and tourism: membership, training, a legal department and the SIEM registration that the chambers law requires every merchant and industrial business to update each year. Its events include El Buen Fin, Feria Juárez 2026 and the Carrera CANACO. Desarrollo Económico de Ciudad Juárez, A.C., which by its own account has spent 40 years promoting the city from the Technology HUB on López Mateos, publishes the employment indicators used above. Index Juárez, the maquiladora association, puts out a weekly Infograma and runs a job board.
Being in the SIEM and in Mexican directories is part of visibility in Juárez, alongside Spanish pages and Facebook and Instagram. Rodco’s own Google Business Profile is in El Paso and cannot put you on the Juárez map. Your own profile can.
How we work with businesses in Juárez
From El Paso, in Spanish and English, one bridge away. The first conversation is a video call or a WhatsApp thread. Before you pay anything, you get a free sample of your home page on a private link, with a fixed written quote beside it, in pesos or in dollars, for only the services you need. Once you approve both and send your logo, photos and business details, your site can be live in as little as 48 hours; larger builds get a dated timeline in the quote. Design, copy and reviews happen on screen and are approved in writing, we write the aviso de privacidad your site needs, and you stay the owner of the domain, the site and the accounts. The services list below shows what website design and the Facebook, Google and WhatsApp work include. Message us on WhatsApp to start.

What that means for your website and marketing
Selling to El Paso from Juárez is a real revenue line, and the site has to be written for it. In 2025 the El Paso and Ysleta ports logged about 27.1 million northbound person crossings, and a 2019-20 City of El Paso survey found that El Pasoans who cross come for family, health care, shopping and food. A clinic near the Pronaf zone or a restaurant a few blocks from the Paso del Norte bridge needs an English version, bridge-based directions ('X minutes from the Zaragoza bridge') and USD reference prices next to the pesos.
The 8% IVA is a Juárez detail that a national template gets wrong. Juárez is in the northern-border tax-stimulus decree (8% IVA and an ISR credit for taxpayers registered under the stimulus), valid through 31 December 2026. Your price table and quote form should say whether prices include IVA or add it, say 'for taxpayers under the stimulus' wherever the 8% appears, and carry a review date before the decree expires.
Juárez buyers expect an invoice, and a B2B site says so up front. DECJ puts informal employment in Juárez at 28.5%, third-lowest in Mexico, and the federal tax code requires buyers to request a CFDI. If you sell to the plants (253,325 IMMEX jobs as of April 2026), your quote form asks for the buyer's RFC and uso de CFDI at first contact, and that form needs a Mexican privacy notice.
Local search and ads work by subcentro and avenue, not by 'Ciudad Juárez' alone. The city's plan groups commerce into Pronaf, Misiones, Gran Patio, Las Torres and Oriente XXI, and about 459,000 people live along the De las Torres corridor by itself. 'Shop on Av. De las Torres, near Plaza Las Torres' is how a customer says it, so that is how your site, your Google Business Profile and your ads say it.
A Juárez WhatsApp button has to work from two country codes. WhatsApp (91%) and Facebook (85%) are national habits, but the Juárez problem is the number: local cell phones are +52 656 and El Paso customers dial +1. A WhatsApp link with the full international number saves misdialed calls on both sides, and the website is where a Facebook ad sends people to confirm the business is real, with the address and phone that Mexico's consumer law requires anyway for online sales.

Questions about Ciudad Juárez
Do you meet clients in person in Ciudad Juárez?
The first conversation is a video call or a WhatsApp thread, and most of the project runs that way: design reviews, copy, and the training so you can update the site yourself. Rodco has no office in Juárez. If your project needs a visit to your location, for photos or to kick off with your whole team, that gets settled before the quote, not after.
Does my Juárez website need a Mexican privacy notice?
Yes, if it collects any personal data: a contact form, a quote form that asks for an RFC to invoice a plant, or a chat that stores a phone number. Mexico's private-sector data-protection law (LFPDPPP), published in the Diario Oficial on 20 March 2025, requires an aviso de privacidad that states who is responsible and their address, what data is collected, what for, and how to limit its use. When data is collected online, a short simplified notice must point to the full one. Rodco writes both notices for your business and places them in the page, in Spanish and in English when the site is bilingual; the final wording is reviewed by you or your lawyer.
Can I pay in pesos?
Yes. The quote comes in Mexican pesos or in US dollars, whichever you prefer, and the invoice is issued in the same currency through our invoicing provider. A peso quote carries an expiry date, because the exchange rate moves. Rodco is a Texas business, so the invoice is a foreign-vendor invoice, not a CFDI; your contador tells you how to treat it.
Can I list prices in US dollars on a Juárez site?
Yes, next to pesos, not instead of them. Mexico's consumer-protection law (LFPC, article 34) requires product information and advertising in Spanish with prices in pesos. A dollar figure sits beside the peso price as a reference, never in its place. For a clinic or restaurant that serves El Paso customers, a dollar reference helps close. Because the rate moves (Banxico's FIX went from 17.71 to 18.37 pesos per dollar between 25 September and 1 October 2026), label the dollar figure as approximate and put an expiry date on every quote.
Do I show 8% or 16% IVA on the site?
Your contador in Mexico decides that, not your web designer. Juárez is named in the northern-border tax-stimulus decree, which gives taxpayers who qualify and are registered for the stimulus an IVA credit of half the rate (an effective 8%) and an ISR credit; a decree published on 31 December 2025 extended it through 31 December 2026. What we do: the site states whether prices include IVA or add it, says 'for taxpayers under the stimulus' wherever the 8% appears, and carries a review date before the decree expires.
How does a Juárez business reach El Paso customers?
With an English version, bridge-based directions and USD reference prices. In 2025 the El Paso and Ysleta ports logged about 27 million northbound person crossings, and a 2019-20 City of El Paso survey found that El Pasoans who visit Juárez skew over 50 and come for family, health care, food and shopping. That person searches in English on a phone, wants to know how many minutes you are from the Bridge of the Americas or the Zaragoza bridge, and what they will pay. A WhatsApp button with the full international number, +52 656 and the rest, keeps El Paso callers from misdialing.
Should my Juárez business be on WhatsApp, Facebook or a website?
All three, each with its own job. Nationally, the Asociación de Internet MX's 2026 study found 91% of Mexican internet users with an active WhatsApp account and 85% on Facebook, and 34% using social media to buy; there is no separate Juárez figure. Facebook and Instagram bring the person in, WhatsApp closes the sale, and the website is where they confirm you are real: address, phone, hours and prices. If you sell online, the consumer law (article 76 BIS) also requires a physical address, phone numbers and complaint channels before the purchase. An ad without a site sends people to a profile; with a site, it sends them somewhere you control.
Can my Juárez location show up on Google Maps?
Yes, with a Google Business Profile for your own storefront in Juárez. Google ranks it near your address, so a shop in Las Torres shows for people searching there, not for the whole city. What helps: the right category, real photos of the location, hours, and naming the colonia and subcentro the way customers say them (zona Pronaf, Las Misiones, on Gómez Morín). What we do not promise: Rodco's own Google profile is in El Paso and cannot make you appear in Juárez. Your visibility there comes from your own profile, your Spanish pages, Facebook and Instagram, and Mexican directories.
When should a Juárez business launch promotions?
November, for El Buen Fin, with the site ready in October. It is Mexico's national sales event, coordinated by the Secretaría de Economía with the private sector; the 2025 edition ran Thursday 13 to Monday 17 November, stretched to five days to bring in thousands of small businesses, and CANACO Juárez lists it among its events. Confirm the 2026 dates at elbuenfin.org before printing anything.
