The business landscape here

Horizon City started as a line on a developer’s map. In 1959 a Chicago developer announced a city for 1.5 million people on 65,000 acres; the first house sold in 1962 and the town incorporated in 1988. The houses came. The Town’s own comprehensive plan says the commercial and retail development the founders pictured has not yet materialized. That gap is the opening: about 25,000 residents, most of them working somewhere else, decide where to spend from a phone. Rodco Systems drives out from El Paso to build websites for Horizon City businesses, written for that phone screen and in English and Spanish.

Growing much faster than El Paso

The Census Bureau estimates 25,118 residents in July 2025, up about 12% since 2020, while the City of El Paso grew less than 1%. Most of that growth is rooftops. About 85% of occupied homes are owned by the people living in them, and roughly six in ten housing units went up in 2000 or later.

A town that commutes

Almost nine in ten working residents work outside Horizon City, and the average one-way commute is about 29 minutes. The Town’s plan puts 71% of residents on the road to El Paso, with the evening drive back taking up to an hour. Those customers notice your sign on the way home and look you up later.

Horizon Blvd and Eastlake

Horizon Boulevard (FM 1281) is the Town’s main road, a four-lane TxDOT route the plan calls its backbone. The busiest stretch is around Horizon Blvd and Darrington Road: Town Hall, banks, restaurants, a Walmart Supercenter and the Hospitals of Providence campus that opened at 13600 Horizon Blvd in 2017. Eastlake Boulevard is the six-lane entry from I-10 on the north side, where many of the newer centers are. In 2010 commercial uses covered about 1% of the Town’s land, and the adopted plan sets aside about 9% plus a mixed-use Town Center at Horizon and Darrington.

Young households

Median age is about 29.5, a third of residents are under 18, and households average 3.39 people, against 34.5 years and 2.74 people in El Paso. About 73% of residents speak Spanish at home and about 27% are Spanish speakers who speak English less than very well. Median household income is about $65,700.

Starting up here

Every business in town registers with the Town each year, and a business run from home also needs a Home Occupation License. The Horizon City EDC runs The BIZ, a free business office opened in 2022 with Workforce Solutions Borderplex and Project Vida, for market data, location help and financing contacts.

Horizon City is about three miles off I-10 by Horizon Blvd or Eastlake. Rodco works out of El Paso, so the kickoff and the main reviews happen at your business, with phone or video check-ins in between.

The facts, with their sources

10 facts about Horizon City, each linked to where it comes from.

What that means for your website and marketing

  1. The sale happens on a phone after the commute. Nearly nine in ten working residents leave town for work and the Town's plan puts 71% of them on the road to El Paso, so a Horizon City business needs evening and weekend hours that are right on Google, one-tap calling, and booking or ordering that works on a phone without a call back the next morning.

  2. Young families in new houses make this a home-services and kids market. A third of residents are under 18, households average 3.39 people and about six in ten homes were built in 2000 or later. Landscaping, HVAC, pools, child care and tutoring sites should show real local jobs and name the subdivisions they serve, not stock photos of somewhere else.

  3. Say which corridor you're on. Horizon Blvd and Eastlake Blvd are different drives from El Paso, and with commercial land still scarce, the plaza you share is how people find you. Your site, directions and Google profile should name the road and the cross street the same way every time.

  4. Many businesses here run from a house, and the Town licenses them. A home-based business needs a site that earns trust without a storefront, and a Google profile set up as a service-area business with the home address hidden, as Google's own guidelines say.

Questions about Horizon City

Do you meet clients in person in Horizon City?

Yes. We come to your business for the kickoff and the main reviews and handle the rest by phone or video. Rodco has no office in Horizon City. We work out of El Paso and drive out to you.

Most of my customers work in El Paso. When do they actually look me up?

Mostly outside working hours. Nearly nine in ten working residents work outside Horizon City and the average one-way commute is about 29 minutes, so the search happens at lunch, on the way home or after dinner. Make sure your Google profile shows evening and Saturday hours correctly, the phone number calls with one tap, and booking or ordering works without a desktop.

I run my business from home. Do I need a license, and should my address be on Google?

The Town asks for both its annual business registration and a Home Occupation License, which has a $50 application fee and asks about customer visits, deliveries and outside signs. Confirm your case with the Town's Building Services before you open. On Google, if customers don't come to your house, Google's own guidelines say to hide the address and list a service area instead. We set the profile up that way.

What do I need from the Town before my website goes live?

The annual registration, which is $75 for most businesses (food establishments add $75) and carries a $30 late fee after 60 days. The form asks for your El Paso County assumed name (DBA) certificate, your state sales tax ID and your certificate of occupancy number. None of that holds up the website. We build the site and the Google profile while the paperwork goes through, and publish when you're ready to open.

Is there free help for small businesses in Horizon City?

Yes, separate from us. The Horizon City EDC runs The BIZ, a free business office it opened in 2022 with Workforce Solutions Borderplex and Project Vida, with market data, help finding a location, business plans, hiring help and financing contacts. It's a good first stop for a business plan. We handle the website and the marketing.

My shop is on Eastlake. Does the site need to say that?

Yes, and in the same words your customers use. Horizon Blvd and Eastlake Blvd are two different trips for someone coming from El Paso, and Eastlake is where most of the newer centers sit. Put the road and the nearest cross street in your page title area, your directions and your Google profile, and keep the address written the same way everywhere.
