The business landscape here

Otero County covers about 6,613 square miles of land, the third-largest county in New Mexico, and half of its 70,368 people live outside its three incorporated towns. Rodco Systems builds websites for Otero County businesses from El Paso, by video call, and the first question is which part of the county your customers live in: the Tularosa Basin floor around Alamogordo and Holloman, the farm village of Tularosa, the foothill communities of La Luz and High Rolls, or Cloudcroft, up in the Sacramento Mountains at nearly 8,700 feet.

A county of small places

The Census Bureau estimates 31,906 people in Alamogordo, 2,662 in Tularosa and 757 in Cloudcroft. The other 35,043 live in unincorporated communities that the Census maps on their own, among them La Luz, High Rolls, Boles Acres, Mescalero and the Holloman AFB area. About 8% of residents age 16 and up are in the armed forces, so base families show up in every part of the county, not only in Alamogordo.

Cloudcroft and the Sacramento Mountains

Cloudcroft sits close to 8,700 feet. In winter Ski Cloudcroft runs three lifts on 25 trails and a tubing park; in summer the draw is the cool air of the Lincoln National Forest, 1.1 million acres spread across the Sacramento, Guadalupe and Capitan ranges. The restored Mexican Canyon Trestle, 323 feet long, was built in 1899 for the railroad that first hauled timber off the mountain and later carried tourists up to the village.

Tularosa’s 49 blocks

Tularosa was laid out in 1862 as a grid of 49 blocks, with irrigation ditches dug to reach every one of them, and every building was adobe until the railroad came through in 1899. The Original Townsite District is listed on the National Register of Historic Places, so the village center keeps its 1862 street grid.

Orchards, nuts and cattle

The county’s 467 farms sold $24.7 million in 2022. Fruits, tree nuts and berries brought in $13.4 million of that, third among New Mexico counties, with cattle and calves close to $9.9 million. Most farms are small: 44% sold less than $2,500 that year, which is exactly the size of grower who sells at a stand, a market or by direct order.

Four tax rates in one county

On the gross receipts tax schedule for July 1, 2026 onward, unincorporated Otero County is 6.25%, Tularosa 7.6875%, Cloudcroft 7.8125% and Alamogordo 8.1875%. About one resident in five speaks Spanish at home, a higher share than in Alamogordo itself.

The county’s southern edge is the Texas line, where it meets El Paso and Hudspeth counties, but most of its towns are a long drive from El Paso. We work with Otero County businesses by video call and plan any visit, down in the basin or up the mountain, in the quote.

The facts, with their sources

9 facts about Otero County, each linked to where it comes from.

What that means for your website and marketing

  1. Write for the communities, not just the county. Half of Otero County lives in places like La Luz, High Rolls and Boles Acres that have no city hall, and people still search by those names. A plumber or roofer based in Alamogordo needs service-area pages for the communities it actually drives to, each saying something true about working there, instead of one line that says 'Otero County'.

  2. Mountain businesses sell a climate. Cloudcroft is close to 8,700 feet, with 25 ski trails in winter and cool forest air in summer, so lodges, cabins, restaurants and shops up there market to people down in the basin and in El Paso. Their sites need seasonal photos, packages and hours that the owner can change from a phone, and a Google Business Profile that changes with them.

  3. Quote by job address. A service business that crosses the county can owe four different gross receipts rates on the July 2026 schedule, from 6.25% outside the towns to 8.1875% in Alamogordo. Ask for the job location on the quote form and say 'plus New Mexico gross receipts tax' on price pages instead of printing a single rate.

  4. Small growers can sell straight to the customer. Fruits and tree nuts are more than half of the county's farm sales, and most of its 467 farms are small operations. For an orchard or nut grower, a short site with what is in season, how to order, pickup and shipping, and stand or market hours keeps the buyer coming back after the harvest.

Questions about Otero County

Do you come out to Tularosa, La Luz or Cloudcroft?

When the project needs it, and we say so in the quote. The day-to-day work, the kickoff and the reviews happen on video calls from El Paso, and the free sample opens on your phone. If you want photos of a lodge on the mountain or a walk through an orchard, we plan that trip with you and write it into the quote before work starts. Rodco has no office in Otero County.

I'm based in La Luz but work all over the county. Which tax rate goes on my website?

Usually none as a single number. On the schedule the New Mexico Taxation and Revenue Department (TRD) published for July 1, 2026 onward, unincorporated Otero County is 6.25%, Tularosa 7.6875%, Cloudcroft 7.8125% and Alamogordo 8.1875%. TRD's general rule is that the rate follows where the work is delivered, with exceptions. Put 'plus New Mexico gross receipts tax' on your prices, collect the job address on your quote form and let your tax preparer confirm the rule for your trade.

My cabins are up in Cloudcroft. What should my own website do that a listing site doesn't?

Sell the season and keep the guest. Cloudcroft sits at nearly 8,700 feet, with a ski area of 25 trails and a historic railroad trestle nearby, so summer guests come for the cool weather and winter guests for the snow. Your own site can change its photos and packages with the season, take direct inquiries or bookings, and let past guests find you again without a listing fee. The Google Business Profile should change with it.

Should a Tularosa business have its own page, or share one with Alamogordo?

Its own, if you are in Tularosa. People search by town name, and Tularosa has a story of its own: a 49-block townsite laid out in 1862, with irrigation ditches running to every block, now a historic district on the National Register. A page that says where you are in the village and how far you go reads better to a local customer than a line on an Alamogordo page.

We grow fruit and nuts. Can a small farm here sell online?

Yes, and the numbers say you are not alone. Fruits, tree nuts and berries made up $13.4 million of the county's $24.7 million in farm sales in 2022, third among New Mexico counties. Most farms here are small, and a simple site with what is ready, how to order or pick up, shipping if you offer it and your stand or market hours does more than a social media page that disappears from search.

Do my Otero County pages need Spanish?

It depends on where you are and who you sell to. Across the county about one in five residents speaks Spanish at home and about 8% have limited English, more than in Alamogordo alone. A business that serves families across the basin often does well with a full Spanish version; a mountain lodge selling to visitors may need only a few key pages. We will look at your customers before we suggest either.
