WhatsApp Business app vs the API: catalogs, automation and consent

At a glance

  • The WhatsApp Business app is free and fits a team that answers chats by hand, with a catalog, greeting and away messages, quick replies, labels and up to 10 linked devices.
  • The API (WhatsApp Business Platform) is for messages your software sends: reminders, order updates, a bot, a shared inbox. Since July 1, 2025, Meta charges per template message; service replies are free.
  • Outside the 24-hour window after a customer's last message, the API only sends approved templates, and new accounts start at 250 people a day outside that window.
  • Either way, you may only message people who gave you their number and agreed to hear from you on WhatsApp, and you must honor every opt-out.
  • Written by Rodco Systems in El Paso, from Meta's and WhatsApp's own documentation, checked October 2, 2026.

The WhatsApp Business app vs API question comes down to who presses send. The free app fits a business where people answer chats by hand on their phones, and it already has a catalog, automatic greeting and away messages and quick replies. The API, which Meta calls the WhatsApp Business Platform, is for messages your software sends on its own, such as reminders, order updates or a bot, and it comes with templates, per-message pricing and limits the app doesn’t have.

In Mexico, 91% of internet users have an active WhatsApp account, according to the 2026 AIMX study of internet habits, so for any business with customers on the Juárez side the choice matters. This guide covers what each option does, how catalogs work, what you can automate, and the consent rules that apply no matter which one you pick.

The WhatsApp Business app

The app is the right start for most small businesses. WhatsApp’s feature page lists what comes with it:

  • Business profile: logo, description, hours and website, so a customer sees who they’re writing to.
  • Catalog: a storefront inside the chat, with items grouped into collections.
  • Greeting message: sent automatically to new customers when they start a conversation.
  • Away message: an automatic reply outside your business hours, so nobody waits in silence.
  • Quick replies: shortcuts for the answers you type ten times a day, like your address or how to pay.
  • Labels: sort chats into new customer, pending payment, order ready and so on.
  • Linked devices: up to 10 devices and agents on one account, so the front desk and the owner see the same chats.
  • Entry points: QR codes, short links, and buttons on your Facebook Page and Instagram profile, plus ads that open a WhatsApp chat.

Where the app runs out: it can’t talk to other software. Your booking calendar can’t send a reminder through it, your online store can’t post an order update, and nothing gets logged in a CRM unless someone copies it by hand. When that copying becomes a job of its own, it’s time to look at the API.

The API (WhatsApp Business Platform)

With the API, software sends and receives the messages, and someone has to build that connection: a developer or a Meta partner. Four rules shape everything.

The 24-hour customer service window. It opens when a customer messages you and lasts 24 hours from their last message. Inside it you can send any message. Outside it, you can send only templates.

Templates. A template is a message format you submit for review, in one of three categories: marketing, utility or authentication. It can be sent once it’s approved. Appointment reminders and order updates are typical utility templates. A promotion is a marketing template, even if you call it something else.

Pricing. Since July 1, 2025, Meta charges per message instead of per conversation. Service messages, the replies inside the window, have been free since November 1, 2024, and utility templates sent inside an open window are free too. When someone reaches you through an ad that opens a WhatsApp chat and you answer within the 24-hour window, a 72-hour window opens in which every message is free. Meta lowered its marketing rates for Mexico and its utility and authentication rates for North America on January 1, 2026. We don’t quote rates here; Meta’s rate card is the only current source.

Messaging limits. A new business portfolio can reach 250 different people in a rolling 24 hours outside the service window. The tiers go up to 2,000, 10,000, 100,000 and unlimited, through business verification or a record of good-quality template messages. Replies inside a service window don’t count against the limit.

Keeping the app with the API: coexistence

For years, moving a number to the API meant giving up the app on that number. Meta now offers coexistence: a business keeps using the WhatsApp Business app (version 2.24.17 or later) for one-to-one chats while the API sends higher volumes from the same number, with message history in sync. Onboarding goes through a Meta Solution Partner or Tech Provider. Contacts and up to six months of chats can sync; group chats don’t.

The trade-offs are specific. Disappearing messages, view once and live location turn off in one-to-one chats, broadcast lists stop working, and the number has a fixed throughput of 20 messages per second.

Catalogs that sell

A catalog lets a customer browse without leaving the chat. In the app, each item carries a price, a description and a product code, and items can be grouped into collections. Services work too: a tune-up, a haircut, a dozen tamales.

On the API, the catalog lives in Meta Commerce Manager and connects to your WhatsApp Business account. It can hold products or services such as appointments. You can send the whole catalog, a single product, or a multi-product message with up to 30 items in sections, and a customer can put up to 99 units of each item in a cart.

Two border details:

  • Customers in Mexico. The Ley Federal de Protección al Consumidor asks for product information and advertising in Spanish with prices in pesos (art. 34; another language or currency can be added), and for the total price, taxes and any other charge included (art. 7 Bis). A Juárez catalog in dollars only, or with tax added at the end, starts off on the wrong foot.
  • What you can’t sell. WhatsApp’s policy bans selling some categories outright, among them alcohol, tobacco, firearms, drugs, medical and healthcare products, and live animals. A liquor store can still answer questions on WhatsApp, but shouldn’t sell bottles through it.

Automation that stays inside the rules

In the app, automation means the greeting message, the away message, quick replies and labels. Set all four up in English and Spanish and most of the after-hours gap closes.

On the API, automation can be as large as your systems allow: a bot that answers the frequent questions, booking confirmations from your calendar, a reminder the day before, an order-ready message, every chat logged in your CRM. WhatsApp’s policy allows automation inside the 24-hour window, but requires “prompt, clear, and direct escalation paths” to a person. In practice: a button or a word that hands the chat to someone, and a person who actually picks it up.

Opt-in: the rule that matters most

WhatsApp’s Business Messaging Policy says you may contact people only if they gave you their phone number and you received their opt-in permission to message them on WhatsApp. You must also respect every request to stop, whether it arrives on WhatsApp or anywhere else.

Meta’s developer documentation adds what a valid opt-in looks like. It must say clearly that the person is agreeing to receive messages from your business, it must name the business, and it must follow the law that applies to you. You can collect it on your website, by SMS, by phone through an automated menu, or in person on paper. Tell people how to opt out of each kind of message. Meta rate-limits businesses whose quality stays low, and customers can block and report you, so a list nobody asked to join costs you reach.

What this looks like on a quote form: a separate box, unchecked, that says something like “Yes, Ruiz Plumbing can send me updates about my appointment on WhatsApp.” Promotions get their own box.

Mexico. If you collect names and numbers from customers in Mexico, the data protection law published in the DOF on March 20, 2025 asks for an aviso de privacidad with your identity and domicilio, the data you collect, what you use it for and how to limit that use, and a simplified version where you collect data online.

Texas. Senate Bill 140 brought “a text or graphic message” sent to sell something into the state’s telephone solicitation rules in 2025. Nothing we read says whether a WhatsApp promotion counts. Before you send promotions to Texas numbers, ask a lawyer.

Which one to pick

  • The app if a few people answer every chat and nothing needs to be sent by another system. A good fit for a restaurant, salon, shop or trade with a small team.
  • The API if reminders and confirmations should go out on their own, if you want a bot answering after hours, or if your chats need to land in a CRM.
  • Both, through coexistence, if the owner wants to keep chatting from the phone while software handles the reminders.

How Rodco Systems sets it up

We set up WhatsApp for business in accounts that belong to you, with the number, the WhatsApp Business account and your customer list in your name. That includes the profile, a catalog in Spanish with prices in pesos for customers in Mexico, greeting and away messages in both languages, and the opt-in box on your website forms, along with the aviso de privacidad we write for you or your lawyer to review. When software needs to send messages, we connect the API, write and submit the templates, and wire the chats into your CRM or an AI receptionist with a handoff to a person.

Questions

Is the WhatsApp Business app free?

Yes, it's a free download for Android and iPhone. The costs start with the API, where Meta charges per delivered template message. Replies inside the 24-hour customer service window are free.

Can I message customers who never wrote to me first?

Only if they gave you their number and agreed to receive messages from your business on WhatsApp. On the API, a message outside the 24-hour window must also be an approved template.

If I move to the API, do I lose the app?

Not anymore, if you connect through coexistence. Meta lets a business keep the app on the same number while the API runs, with chats in sync. Disappearing messages, view once and live location turn off in one-to-one chats, and broadcast lists stop working.

Do I still need a website if I have a catalog?

Yes. The catalog works inside a chat that's already open. Your website is what shows up when someone searches Google for what you sell, and it can link straight to the chat.

Can a bot answer all my WhatsApp messages?

A bot can answer inside the 24-hour window, but WhatsApp's policy requires a prompt, clear and direct way to reach a person. A bot with no exit to a human breaks the rules and annoys customers.
